Subsequent to a Commonwealth Secretariat (DMS) and a World Bank DeMPA mission to the Maldives, a strong need was identified to improve the use of the CS-DRMS. The Government of Maldives has been using CS-DRMS to record their external debt. The software is being used in the Ministry of Finance, External Resource Management Section (ERMS).
Due to a high staff turnover and new features available to clients in the software following the release of version 1.3, it is necessary to provide hands on training for the software to enable its effective use for debt recording and management. It is against this background that the country requested Comsec's assistance to update and validate the debt database and train staff on the functionalities of CS-DRMS 2000+ version 1.3.
In light of the above, the Secretariat is seeking the services of a consultant to undertake the following activities:
- Review, update and validate the existing external debt database. As far as possible, this should be achieved by cross checking the information in the database with creditor statements.
- Provide hands-on assistance to the Ministry of Finance, External Resource Management Section staff in recording various debt related data within CS-DRMS.
- Provide training on the use of the external and domestic capturing of debt data on CS-DRMS;
- The Maldives Monetary Authority is investigating the use of CS-DRMS to capture domestic debt, and will be included in the training.
